it depends from many factors.. but generally .
. always carry 5-6 gold rounds with you
when you are top tier no need to use it
if you are facing higher tier switch to gold
dont shoot heat on sides because they hit track and spaced armor.
there are guns that dont need prem ammo at all.
this is my general advices..for more specific advices tell me your tank and i will give you my suggestion.

İf you are not a premium account player, premium ammo will be always expensive. So use it only when you have no shot and no other options left.
The secret of having a good credit balance is having different tier tanks in the garage. For example if you have a tier7 top tank in your garage you need at least 2 tier5s in the garage. if have a 10 you need couple of tier7. Support your higher tier tank with the credits earned in lower tier tanks.
Thats why always spend your gold to garage slots. More variety= credits.

Well, since you already asked how to make more credits on tier 7 I guess you don't have premium account so I will base my answers on that.
When you're top tier you generally don't need to use prammo at all.
In other cases you might have to use some, but use them as a last resort when the battle is in the balance and you have a chance to make a difference for your team. But don't start off spending all your prammo rounds the first minute...
Don't shoot into tracks and spaced armor since it will just eat up the damage.

Just be careful on which tank you use it on, some prammo as you have found, cost exorbitant sums and will soon drain your funds. If you don't want to pay gold you can use silver, but again the exchange is significant and will definitely run you pot down.
Do as niounia says and have a few rounds available, but be circumspect on your use. However, if up against something like a Matilda in the lower tiers, and with a tank that can't pen it, use your prammo but be aware that 5 or so shots will not be enough but again might provide you with the chance to get behind him and use normal AP.
Since WG in their wisdom have nerfed the derp guns and ammo, changing ammo would not improve the efficiency very much, it is better to change the gun to one with more pen.

I usually carry 3-5 rounds. Nothing more frustrating than meeting a heavy two tiers above you, and not even being able to get his attention. As said above, rarely ever needed against even tier, unless it's Mathilda with her ass against a wall... Or a AT-something that you can't flank or get close enough to hit a gap in the armor...
All in all, I think I use a rounds or three of prammo in maybe one out of four matches. Nothing that ammounts to a serious drain of credits.

Look at likelihood of winning, if we are 5-1 ahead I am not gonna waste a prammo.

You need to win more to stay in the black.
If you are struggling to stay afloat financially I would suggest DON'T USE PRAMMO. I say this because you need to learn now to play the game properly first, learn each tanks merits and strengths and weaknesses. Learn the tanks you like and those you don't.
Summary; you will ALWAYS struggle if you don't win much.
