I don't pay much attention either, however, when I die I usually give advice to those who are still alive but seems to be a bit clueless on what to do.
But a lot of times it is clear that they either ignore the chat too or don't understand what I'm writing.
Having said that, separate servers (i.e MM queues) for each language isn't an option since we would have to wait for ages to get into a battle.
Language based server will never work properly or be likely to happen.
It won't reduce the number of dumb/ignorant players.
It won't stop the other languages flooding it anyway.
It will reduce players available and increase wait times or give poor MM.
Where would it be based to not cause latency issues to players in more distant counties?

Maybe the Topic Starter could see it this way:
In battle a lot of untrained soldiers panic. They ramble on about their mothers, about something they need to get at the supermarket, you name it. This is how you can see the babylonian spoken over the radio. Doesn't make sense at all, but you have to make it through the battle with these guys. Hopefully one will wake up and starts speaking sense. If not, the Raseiniai is within reach
