How is this even possible?? 

 

That's like saying I threw an egg at a wall and it bounced off. These shells explode on any type of contact.

He shells never bounce. However they dont guarentee it will do damage. If you hit enemy with HE and did 0 damage commander usually says "That was bounced" etc because you failed to penetrate the target. Its kinda create misunderstanding but you get the idea.

My fault correction. It said armour not penetrated.

I know you later changed it but I’ve had it say it’s bounced on a HE shot, it just picks a stock quote from the list, it’s just had programming on WG’s part...

HE doesn't bounce, but sometimes the animation shows a bouncing tracer.
